You get that message when the CAT doesn't clean the exhaust enough, determined by the rear O2 sensor.

Usually caused by unmetered air entering the intake manifold, which causes the engine to run rich at low speed. So, like a bad record, check the vacuum lines and intake manifold gasket for leaks. Once you clear the code, the CEL should stay off for a week or two. It takes multiple occurances of the same code to turn on the CEL.
