David: IMHO, Volvo brakes that perpetually squeak is NOT normal, but then again, I am not your Volvo-only mechanic. You did not say which brand of rotors and pads those guys installed on your car. It is recommended to use Volvo/OEM rotors, pads, (and Volvo shims for the rear pads), along wiith a high -temperature grease or Syl-glide. Also, Volvo recommends NOT turning the Volvo/OEM rotors. It sounds like it could be a combination of problems, including the mechanics! One thing to keep in mind is that the calipers might be shot, or need work: they are supposed to retract when you take your foot OFF the brake, but they can get sticky/gunky. Also, warped rotors can have high-and-low spots, which would accentuate a squealing problem, if not be the cause. As if that were not enough, when new brake pads are installed, you should drive VERY carefully the first few hundred (?) miles (some people say more, some people say less), using very GENTLE braking, so as not to 'glaze' the pads. BTW, what is your driving style, or the primary driver of that car? Drive fast, speed up, slam the brakes on at the light, or easy, gentle?) If your present brake guys can't fix the problem, try someone else.
