Fuel pump? 850 1996

Hello, dad told me he made a thread about the car, and I decided to join to give you more information on the car...

Car has 211,000 miles on it, Maintenance records kept from second owner, I'm third owner. Last documented fuel filter was at 122,000, haven't changed it yet, but i think I recall him saying he had changed it a ten thousand or so miles ago when I bought it, (so ~170,000 if he was to be believed). A/C on the car doesn't work, previous owner had it in the shop to investigate and found the evaporator to be leaky. He said they sealed off the compressor so it wouldn't fail.

I've owned it since 185,000 with oil changes every 5-7000 miles, it burns about a quart in between changes. No leaks, no squeals. Last winter it wouldn't start for a couple of days during bitter cold (10 hi, -5-0 lows) when it warmed up, it was fine. Any other information you want? Oh, no codes...

The car stalls (usually doesn't die.. maybe 10 stalls to one dead car). As far as I can remember the car only dies when stopped while on a downward slope. The car dip to the low tick mark (is it 250 or 500?) and bounce around and usually I hit the gas and it comes back up. I hold it about 2k for a sec or two and then let it go, and it settles back at 1000... This is also intermittent, its not every time I stop, maybe 1/10-1/20...

My guesses on what it is:

Fuel Pump, obviously this is going to cost the most, and since I thought it would be either all fail or no fail i'm not sure this is it.

Fuel Filter, same reasoning against it

A/C compressor, perhaps the downward slope is engaging the clutch enough to put a large load on the engine, thus causing it to stall.

Some combination of the cold (thus a thicker fuel), a partially clogged filter, and deteriorating pump. Due to the thicker fuel having to go through the pump, it comes out at a lower pressure. Then when it goes through the pump it also is constricted, lowering flow again.

Someone mentioned the pickup tube. How do i check pressure on the rail?
