I call the "T" a gate-valve. Maybe not exactly the right term, but the dealer will know what you're talking about.

Those valves often fail. I've replaced both on my S70.

If you are insistant and still under warranty, the dealer may replace it for free. If not, it will cost about $7.00.

Probably not the nozzle. But, you could carefully clean out the openings with a small needle and see if that helps; it could be clogged with wax or polish.
