Hi Mike,
I just did this a couple of weeks ago on my '96. Had no flow whatsoever when I began. I took a screw driver and careful dug out all the accumulated crap at the drain holes .... the drain entrance is probably about 5/8' in diameter so a screwdriver won't hurt anything if you are gentle. After the entrance was clear I hit it with compressed air and no more drain problem. The area I dug out with the screwdriver actually had some small acorns and similarly sized chunks in there.
