Either that hose is incredibly loose where it attaches next to the oil filler, it's completely blocked, or your PCV job didn't solve the pressure problem (or some combination of those). It would help if you tell us if this is a turbo or not, but either way, pay attention to what Klaus said about the other end of the tube that goes to the intake. Doesn't sound like you're getting any suction through there.
