The relay for the headlights is in the fuse tray. It is the relay that points front to back and is closest to the fender. But, I doubt that is your problem.
Because the instrument cluster is also out, I would suspect the switch. If there is a Pick&pull close by, any switch from an 850 will work. Otherwise, call me - klausclark@mchsi dot com and I can send you a replacement.
The switch is easier to remove by pulling off a blank, then the foglight switch from behind, then the light switch from behind. Otherwise, you can carefully pry the switch out with a putty knife.
