Had the same problem on my '98 V70 (83k), and my '92 SAAB. I found the anti-suction valves come apart by prying the back off with a small screwdriver. The elastomerit diaphragms had gotten sticky. I cleaned them up and put armor-all on them, and got the washers working again. Just watch how the parts go together, and watch where the spring goes when the back comes off.
