Tail Gate Jet Washers 850 1997

I have a '97 850R wagon which has the jet washers for the glass on the tail gate. It seems that the jet washer isn't sealed properly against the window because everytime I was the car, water gets through. Anyone know how to tighten up the jet washers? TIA
