After you check all of the vacuum lines, don't forget the 3 around the turbo, and you cannot find any air leaks...

Don't forget the last option, replace the front O2 sensor. If it is very dirty, it could having difficulty reading the exhaust gases which can mess up the rear O2 sensor.
