Yes, Statistically, it can be argued that the Vanagon is safer in "persons killed per mile driven." This statistic favors the type of driving done by the majority of Vanagon owners: Short, slow trips. On the other hand, a Corvette has one of the highest persons killed per mile numbers... because most Corvettes are driven hard and by men.
In the offset crash test, the numbers will not favor the Vanagon. It is much more dangerous because of the lack of crush space, rear engine (less mass up front), and high center of gravity.
Any Volvo, and most any car, would be "safer" than a Vanagon in a crash test.
