with 2nd to 3rd gear shifts for 70 series with manual transmissions.
I found the info (cleaning out a directory on my PC) but could not
find the original post. Here is the info (hope the person looking

There's a service bulletin for the '98 models regarding a similar issue. I was not able to find anything about the same problem affecting the 99 models. (I have a subscription to alldata.com for a 98 model, they don't list the 99's yet. NHTSA.gov, on the other hand does list the 99 bulletins, but doesn't show any such issue.)
