You didn't say if it changes with road speed. Here's some ideas: Pull the tire and swap it with the rear one to eliminate the tire, but while you have the tire off, rotate the hub by hand and see if any brake parts/shields are dragging on the rotor of if your pads are gone. Any of the brake parts rubbing on the rotor can make that kind of noise. It's very common for the metal shield behind the rotor to get bent and rub on the rotor.
