That stopper, which is like a revet can sometimes go past it's stopping point in the upper plastic area where it should stop too.

Sometimes you might then need to remove the rear side cushion (just pulls out) and unbolt the lower part of the belt where it attaches, then the seat back on your "2 seater ;)" will go back up and you'll then be able to examine the belt. If that revet like part is missing, it can be re-installed.
