A big tire shop like Costco probably has the right machine - for dynamic balancing. Unfortunately they may not be skilled enough to calibrate and operate it. I've been through 3 balancings in a row by three different guys and the results were different. If you have weights on inside only this could theoretically mean that you did not need any weight on the outside edge.

Deformed tires and /or rims (something you may not see) can cause vibration as well.
