The book time that most shops will quote is book time by either Chiltons or Motor and those times ARE times for experienced techs as it's generally assumed that experienced techs are repairing cars (at least that's what I'd want if I were a customer).
Book time for a non-turbo 850 rear main crank seal is 9.5 hours and another 1/2 hour for turbo cars.
Some shops might give a customer a price break (lowering the shops labor rate, not technicians time) IF they feel they need to do that to compete with a local competitor, but you can't always count on that happening. Depends on circumstances and the management for the most part.
