You and everyone else that owns a 'modern' car is in the same boat. Volvo has this on their web site:

You can also obtain additional or duplicate remote control keys from certain independent repair facilities and locksmiths that are qualified to make remote control keys. Each key must be programmed to work with your vehicle. A list of independent repair facilities and/or locksmiths known to Volvo that can cut and code replacement keys can be found on the Volvo website at www.volvocars.com/us/keys or can be obtained by calling the Volvo Customer Care at 1-800-458-1552.
BUT, there is only one locksmith listed - for San Francisco, CA. None for any other state. I suggest you look in your winter coats or try to appeal to the dealer for 2 remotes. There is no need to charge an hour of mechanic time for a 15 minute procedure - reprogram 2 remotes and 2 keys (the codes change with reprogramming, so all of your keys need to also be reprogrammed at the same time).
