Front defroster not very effective 850 1996

Whenever I get in my car in the morning and at night, fog usually builds up on the inside of the front winshield. But whenever I turn on the defroster, barely any air comes out of the window vents no matter what the setting. It takes forever for the windows to clear. Is this a problem only I have or are other 850s like this too?
