I can't say for sure for your model, as I've got the non-US pre-2000 phase 1 model. But either they run at the same time and same speed (there might be 2 or 3 speeds), or the second one only kicks in when the aircon is turned on or when the engine is really hot. There are different ways it is done, but you can have one running without the other.
I'm guessing you have climate control where the aircon is always running unless you switch to econo mode (in which case you have only heating, no cooling). Switch to economy mode and no fans should run. The fan is needed for some circulation for the aircon.
You might have a faulty temperature sensor. There is usually 2, one for the temperature gauge and one for the engine management. They would be in different locations as they measure different temperatures.
