Help, car won't start V70-XC70 2001

I had someone toggle the key between off and position II while I had my head down by the tank, and I heard a whirring noise each time. As a result, I opted not to check the fuel pressure at the rail.

I did think the whirr was high pitched, but I'm only comparing it to my 240 and older Honda - not sure if that's to be expected?

I appreciate any other suggestions you may have, guess I'll start looking at the ignition system.
