Traction Control v. Winter Mode 850 95

When should these features(systems) be activated, say during a snow storm?

And should the Traction control system be left on even though it is only supposed to work under 25 mph? Basically, we're confused about the operation of these features, TRACS and Winter Mode...should they be in operation together? Thanks! '95 854T
