Sounds like a crazy bad gauge... or something much more serious.

Even leaking and blowing coolant from a failed Head Gasket, my gauge rarely even went above "normal"

From my test over the weekend.

4.96 -- Cold engine
0.69 -- 1/8
0.43 -- 1/3
0.28 -- 1/2 (Normal 3:00)
0.16 -- 1/2 (when cooling fan came on)
0.19 -- 1/2 (after extended high rpm run)
