Handbrake inop. Common problem? V50 2006

The shop didn't cause it. It was a pre-existing problem, though I could certainly faul them for adjusting the lever travel and not confirming that it actually created braking.

In any case, my original posted question has nothing to do with whom to blame--I'm not into fault-finding--but how to most easily fix the problem and whether this is a known V50 fault.
