The USA market did not get a transponder key until 1999, which makes me suspect that your problem is not the key. It could be the ignition switch.
When you let your key 'bounce' back from the start position, are the instrument panel warning lights still on?
If you plugged in the wrong year and it is really a 1999 with a transponder imbedded key, how did you ever drive this car? Or did you lose the one and only key?
As far as I know, the transponder program can only be activated by VADIS software. The VOL-FCR might not have the ability to interface with the security module. Turning the key 5 times was an 850 program.
