I put in an IPD ECU in my 94 850 Turbo six months ago. With mine there was an improvement but definitely not drastic. My zero to sixty times dropped about 3/4 of a second to around 7.0 seconds. Like you said, good but, not great. I put in new plugs, rotor, and cap and saw no real improvement.
BUT, last December I took my Volvo into an independant Volvo shop to repair my ABS brakes & have the transmission flushed. When I picked up the car and it ran much better. The mechanic claimed they had found a leak in one of the vacuum hoses. I have no idea where the leak was but it certainly did not effect the vehicle's emissions since they had been checked the week before.
My 850 now can do a zero to sixty sprint in 6.2 seconds...and that is with the stock exhaust. I call that change drastic. There is no way the car could have come close to that with the stock ECU.
I suggest you:
1. look for a vacuum leak
2. adjust the wastegate (see www.volvospeed.com in the how-to section for more info)
