You need to flush the tranny, radiator, and brakes.
The headlights are probably not aligned properly. If you can find a wall with a 25ft level space in front of it, that is all you need. Park with your bumper against the wall and headlights on low beams. Mark the cutoff line on the wall - I tape a piece of paper so I can remove the mark. Back up 25 ft and if the cutoff line moves down more than an inch, adjust the lights up to the original mark on the paper/wall. Done.
The DRLs ARE the headlights. The DRLs are not low power.
The headlight asssembly is easily removed, 3 10mm nuts. If you want better lighting, get some 2004 C70 lights. They fit your car and look better as well. I wouldn't go to HID or anything brighter, that just causes more glare. Blame the light pattern on the DOT required specs. The Euro, or 2004 C70 lights have a much better pattern.
Tires are dependent of what you are going to using them for. TireRack.com has some good suggestions. If you go to Costco, make sure the tires are not 5-6 years old before you buy them.
