Has the ETM been replaced before? The throttle body should have a yellow label if this is the case. You might buy some time by cleaning the throttle body.
As Dick mentioned Xemodex.com is a better alternative to replacement with the expensive OEM dealer part (which hasn't had its design updated, so it will suffer the same 100% failure rate eventually). Xemodex replaces the electromechanical potentiometer with a non-contact Hall effect sensor.
I have heard that some people have been successful at negotiating far better prices on the OEM part at US Volvo dealers (someone reported $540 USD).
I have noticed that someone in Israel is selling what appears to be the same non-contact potentiometer used by Xemodex with instructions on how to install it for $189 on ebay. The part is made by Sacer-- it seems that Xemodex have a North American exclusive with Sacer on that part, but it is available in other markets. It looks like you have to cut the throttle body shaft to fit the part, so it may not be for everyone...
