New starter wont engage

My 98 V70 XC starter was starting to not engage and we were stranded a couple of times. When I went back the next day, it started after holding the stitch for a short time but I got it home. I replaced the starter thinking that was the answer but it still wouldn't engage. I checked the trany switch and that seems to be OK. There is a lit arrow on the dash suggesting to change gear shift position. No position satisfys this indicator. When I turn the key switch to start position, I cen hear a solenoid in the console click. The solenoid on the starter does not click.
What is the answer to this problem ?
