Thanls for all of the pertinant information. How far will the key turn? If it doesn't get to position I, the steering wheel may be forced against the stop and that just moving the wheel to get the key to move.

If the key goes to position I easily but no farther, then it is a broken piece of metal inside the lock itself. Some have had success in forcing the key to position II, but be careful not to break the key!
