Emergency cable adjustment S40-V40 2000

We've been told by VCNA people that the cause of S/V40 premature rear brake pad wear is due to the e-brake cable being adjusted too tight. The cure is then to give it more slack. That being the case, it should be warranty as it came too tight from day #1.
