Relax.
Wait for the next nice day when the temp on the surface of the car is at least 60 degrees F. If the sun is out, a direct hit will do.
Use a paint cleanser to remove any wax from the area. Next, use a rust neutralizer like zinc phosphate, making sure to confine it to the chip area. Then, prime with a rust resistant primer and let dry for at least 24 hours. Finally, fill with paint until level with the surrounding surface.
I use either a toothpick or ultrafine paint brush. After letting the paint cure for a couple of weeks, polish and wax.
