Sounds like someone mis-threaded it during the install process. Can it work with only 2 screws? Probably, as they will hold the rotor tight. There isn't any pressure on the rotor, the 3 screws are there to keep the rotor at true verticle.

Re-threading the screw hole could be a real pain.
