power steering 850 1994

Just recently power steering is stiff when turning a corner at low speed.

Also, it can hesitate centering after completing the turn. At the present time, there is no detectable problem at normal city driving speed or higher.

Fluid was down to ADD mark & topped up. Almost seems as though the rack needs lubricating. Any Ideas?
