That much extra wire could/should increase the resistance. Or, like the 98-00 70 models and the headlight wiring update, which is 6" of extra wire, moved the original plastic plug away from the heat.

I just found this from Volvotechky on Volvoforums.com:
"i beleive that code comes up ECM 16, there is a bulliten on that DTC, there is a harness and a ECM update download that should cure the problem.."
