Have you checked to see if there is positive pressure at the cap (shouldn't be). Here is one thread that discusses an oil cap leak in an NA engine - not sure if the suggested solution applies to the 1999. Others who know more about this will chime in, but checking whether you have vacuum or positive pressure is a good place to start. Also at the dip stick tube.
