Normally, OEM thermostats fail in the open position and the engine will run cold most of the time. You can check this when the engine is at operating temps by feeling the top hose to the radiator, hot means the thermostat is open and circulation is working while cold means the thermostat is closed and your engine is being cooked.
If the radiator fan is not on, suspect a bad relay or a blown fuse. The fan should always be on if the AC is engaged and running.
