I have a 2000 V40 2.0T with ECC and don't have that problem at all.

The only ECC software problem I have heard so far (but perhaps others here know more) was about th evaporator freezing up in warm and humid conditions. A software update fixed that.

You are sure that the re-circulation is 'off'? Perhaps it's stuck closed? Do you hear a sound difference if you put the blower on '4' and press the re-circ button?

Re-circ should only be used for a little while (5 to 10 minutes), or you will see the inside of the windows get wet as the humidity from the breath of the passengers gets recycled over and over again. The A/C will try to dry it, but it may not cope completely.

Unless you live in Arizona or something where it's so hot outside that the A/C can't cool the air coming in from the ouside enough to keep it cool :-)

Are you keeping the A/C switched to 'on' in 'auto' mode? Should pretty much always be set to 'on'. That's also stated in the owners-manual. If you run everything in 'auto' in cold and humid conditions (spring, fall) then you should keep the A/C to 'on'.

If you don't run it in 'auto' then you should put the blower on '3' or higher, select air to foor-area and front window and set the temperature to 24 degree-C or higher. You can leave the A/C to 'off' in that case, but you may get a first blast of humid air as the evaporator dries off.
