The seats on 1999+ cars can only be removed when the battery is disconnected first. It doesn't matter if the key is not turned on. Dealer time.

There is a micro switch inside the lock mechanism. Open the tailgate, then using a phillips screwdriver, close the latch to the first position. Turn the key to posII, then force the latch to the locked position - second click. If the light goes off, then the tailgate is too tight to the body. If the light is still on, look for a replacement in a pick&pull.
