wipers not working S70 1998

replace stalk, still nothing

The wipers on the headlights work, the sprayer works, the horn works,

Can the relay be a problem? thought it was only for intermittent?

I am at the wiper motor. Removed the cowl.

is there an easy way to test the motor. I have meters.
