Forcing it with the wiper blade will do nothing but break the wiper blade off. Lift off the black plastic cover over the shaft to reveal an 8mm or 10mm nut. Remove the nut and then wiggle the end of the blade off to reposition it.
I suspect that the gears in the wiper motor need grease, but that is a very difficult operation.
Turn your headlights on and pull on the washer stalk. See if that moves the blade, the driver's side will move during the operation and 'park' itself. If the passenger side blade refuses to move, reposition it for looks.
