Remote Door Locks 850 1997

I am trying to program my remote control on my 97 850 Wagon to lock and unlock my car. The dealer says to turn the key off/on five times, then push the lock and unlock on the remote pendant. It all works except when I'm done both buttons lock the doors, I can't remotely unlock. Am I doing something wrong, or is my remote controller screwed up?
