850 hi blower setting doesn't work 850

On my '94 850 with MCC, the highest setting on the blower - #4 - is no longer working. Lower speeds work fine. Checked the fuse and its ok, also located the relay for the hi speed blower behind the glove and I can hear/feel it clicking when I slide to 4th setting, but the fan never comes on. Could the relay still be bad? Is there some other component im missing?
