A Diesel needs air, fuel and compression in order to run. A "tired" Volvo (Volkswagon) diesel also needs all the help it can get from a good set of glow plugs. They are easy to replace and not too expensive. You should be able to replace 5 of the 6. Number 6 (closest to the firewall) can't be changed without first moving the injection pump...you don't want to go there.
If you know its getting fuel and air and the glow plugs are working and you have a good, strong battery (or boost) it should run.
My '83 245 has 135K miles. I just put in 5 new glow plugs and it still is reluctant to start right away. "She" is getting "tired" (ie. poor compression). I will run that engine 'til it absolutely won't run at all and then I will look into re-powering with a small block Chevy V-8.
