Year of car would help.

Elbow at the power steering unit? Do you mean the vacuum elbow under cylinger #1, that can crack an cause all sorts of problems like running rich and fouling the plugs.

Engine oil has no bearing in starting/running the car.

If it is a 99-00 car, it could even be the security ring failed.

Any instrument lights glowing when the engine is running?
