It takes a lot to freeze a gas line, I would rule that out. All but the headlights will look good at 9V and even the headlights will appear to be bright at 10-11V. But your starter motor does need at least 12V to turn the engine over fast enough to excite the CPS to get a proper signal to the engine computer to allow spark.
10W30 is usually thin enough to work down to -40C/F, if the battery is good.
I don't know what the unusual smell is from the engine compartment or where it is coming from.
If you have a trickle charger or access to a running car and a jump, try that first.
