I have a 2000 V70 and I am guessing 1999 is the same configuration. The socket is lighted all of the time including when lights are off. I have had to replace the bulb a couple of times. Not a quick job to replace bulb, since the center console must be unfastened and raised up to get to the bulb which mounts on side of socket.
