If you look at the parking/headlight switch there is a tiny recessed screw located just to the right. Using a small screw-driver, turn this counter-clockwise approx 15-30 degrees. It is best done with the car running and the Daytime Running Lights on.
Stupid question though - European and US reports indicate that accident rates are lower in vehicles with DRLs. I personally feel that I "get noticed" more with them on and there by may avoid a potential accident. In fact, I have recently installed a DRL module on my 96 4Runner.
If you are trying to avoid burning out a bulb earlier - is a $15-30 bulb worth an accident causing damage, medical probs, or even death. Just something to think about.
