I believe it is electric. Check the fluid level and then take it to a dealer and get it fixed. It is a progressive/regressive system - the faster you go the more effort is required. So when parking, it should be capable of being turned with one finger. At 55+ it should have more 'feel', BUT it should always track straight!
As for 10K oil changes... Nothing wrong with that unless you do most of your driving locally, short cold engine trips. Insist on synthetic oil.
