Fuse 11B/5 issue, please help! S70 1998

So this has been a battle that so far just keeps on getting worse!

So what I discovered last night is that I'm reading 5Vdc on alot of my connectors when I should be reading 12Vdc.

Upon pulling Fuse 11B/5, which is in with all the relays and is fuse 5, I noticed that with the key in POS-II, I was reading 12 Vdc on pin 1, (pin closest to the fender) and I was also reading 12 Vdc on pin 2!

This is not right, and I am curious, has anyone else ever run into this problem before??? Somehow this pin, 2 that is, is being powered from somewhere else when the fuse is removed and this is not good. Its pulling my voltage level down on other systems and slowly things are failing. If I can't find this soon, its going to have to head to my local indy for repair, and it won't be cheap!

I have a plan of attack for this evening, but likely will not find the problem as its been eluding me for awhile.
