We have a 2018 S60 that does the same sort of thing but only at dusk (half day / half night). During that period of time it’s stuck on full bright. It’s funny to hear how another dealer blows it off as a “safety” feature. Give me a break!! My dealer says to move the headlight switch out of the auto position. I’ve tried that - no luck. It must be a quirk with an ambient light sensor or something like that and they don’t want to admit a fault.
I also have an issue with the rear rotors getting eaten away. Dealer blows that one off also and just says “Don’t worry, you’re still under warranty. We’ll keep an eye on it.”
These cars have definitely gotten chintzy in recent years. Good for you, Volvo. You’ve succeeded in joining the rest of the industry in building throw-away cars.
